If a photo isn't optimised for the web then it will take longer to download and the viewer is likely to get bored waiting. However if it is over optimised even though it will download quickly it will look poor.

All photos supplied for including in your web site design will be optimised accordingly. Here is an example of photo optimisation for the web at work (time is approximate based on a 56k dial-up modem):
